Eligibility - Population(s) Served:	Individuals who are deaf, deafened, hard of hearing or speech impaired Must have an active wireless subscription and a 3G, 4G, or GSM supported cell phone NOTE: Service is not yet available for the general public and voice calling remains the best and most effective way to access 911 services if not part of the Deaf, Deafened, Hard of Hearing and Speech Impaired (DHHSI) community
